Rule 77
Procedure regarding decision on promotion complaint

(1) If the employee whose name is not included in the list of promotion list recommended according to Rule 76, if he wants to complain about the promotion decision, he can file a complaint before the Public Service Commission or the officer appointed by the commission within thirty-five days from the date of publication of the promotion list. In this way, the employee who complains will have to disclose the clear basis on which he should be promoted.
(2) Complaints received in accordance with sub-rule (1) shall be resolved within sixty days, and after the complaint is resolved, if there is a need to amend the previously published promotion list, the officer hearing the complaint shall notify the promotion committee.
(3) If during the investigation of the complaint according to sub-rule (1) it is found that the assessment has been done intentionally, the Public Service Commission or the officer appointed by the commission will send a written warning to the head of the concerned department to warn the assessor.
(4) If the complaint filed as per sub-rule (1) is found to be false, two marks will be deducted for the first time complaint and three marks will be deducted for the second time complaint, and the relevant complainant should be informed about it.
